Traffic Engineering has initiated the process of evaluating left turn phasing at traffic signals maintained by the City of Tucson to determine the need for protected-only operation. Referring to guidance materials from AASHTO Green Book, Traffic Control Devices Handbook and NCHRP documents, the city has developed a policy for left turn operations. Following the outlined procedure, 309 signalized intersections with left turn phasing have been evaluated to date. This will be an on-going program of signal evaluations, considering changes to signal infrastructure, travel patterns, and FYA signal upgrades. We will share with you our findings, work completed to date and the plan moving forward.

BLAKE OLOFSON BIO

Blake Olofson, PE, PTOE, is currently the Traffic Engineering Administrator for the City of Tucson Department of Transportation and Mobility. He has been with the city for eight years.  He graduated from the University of Washington in Seattle, Washington in 1995 with a degree in Forest Engineering. Before coming to Tucson in 2017 he worked for consulting engineering firms in Seattle, Washington, Arlington County, Virginia and Washington, DC designing urban and rural arterials.  Blake served on the board of the Southern Arizona Chapter of ITE for four years starting in 2019.

HAL FELDMAN BIO

Hal Feldman, P.E., is an Engineering Project Manager with the City of Tucson’s Department of Transportation and Mobility in Traffic Engineering. He graduated from Cal Poly, Pomona with a B.S. in Civil Engineering in 1991. Prior to coming to Tucson in 2023, Hal has worked for local municipalities in Farmington, New Mexico, Athens-Clarke County, Georgia and Odessa, Texas in traffic engineering.
