ABOUT THIS POSITION

The Traffic Services Division within the Street Transportation Department is dedicated to ensuring the safe and efficient movement of both vehicles and pedestrians. Its scope includes managing street signs, traffic signals, left-turn arrows, school zone safety, removing visibility obstructions, regulating on-street parking, addressing neighborhood cut-through concerns, improving traffic safety, and issuing permits for right-of-way use.

The division is seeking a highly motivated and detail-oriented Signal Design Engineer (Traffic Engineer III) to apply advanced traffic engineering principles and expertise across a wide range of functions, including the design, construction, operation, and maintenance of traffic signals and signal systems. This position will play a key role in shaping safer and more efficient roadways by planning, designing, analyzing data and information on traffic engineering projects involving street lighting, signage, pavement markings, work zone traffic control, and other traffic management improvements.

Responsibilities include and are not limited to: 

  • Studying traffic engineering problems.
  • Developing plans for improvements.
  • Designing plans for safe control and flow of traffic.
  • Answering complaints from the public.
  • Conferring with department and division heads on mutual and related problems.
  • Investigating complaints.
  • Speaking on traffic engineering subjects to interested groups. 

Considerable independence and latitude are allowed in determining methods and procedures to complete projects. The incumbent must perform work that requires a high level of competence and expertise, critical thinking, and strong interpersonal skills to successfully deal with a wide range of stakeholders.

The incumbent will also represent the City in meetings with city, county, state, and federal agencies, as well as other public agencies, and professional organizations. Some of these speaking events are held after normal work hours and occasionally on weekends. The Signal Design Engineer will report directly to the Traffic Engineering Supervisor.

IDEAL CANDIDATE

Knowledge of/in:

  • Electrical planning, design, and construction of traffic signals, streetlights, and light rail systems.
  • Multi-modal transportation planning, policy, and engineering.
  • Best practices in transportation design, including those found in the Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO) guides, and other relevant publications.

Ability to: 

  • Apply the principles and methods of effective employee supervision, encompassing planning, assigning tasks, providing feedback and evaluation, addressing performance issues, and training employees on established procedures.
  • Prepare and deliver clear, concise, and impactful reports and presentations, demonstrating strong written and verbal communication skills.
  • Lead and manage multi-disciplinary teams, ensuring cohesive collaboration and successful project completion.
  • Build rapport and work collaboratively with diverse groups, including the public, outside agencies, and internal departments.

SALARY

Pay Range: $93,121 to $137,592 annually

Hiring Range: $93,121 to $124,800 annually

MINIMUM QUALIFICATIONS

  • Three years of experience in the field of traffic engineering.
  • One year at a senior traffic engineering level.
  • Bachelor's degree in engineering, including courses in traffic engineering or transportation engineering.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Certification as a Professional Traffic Operations Engineer (PTOE).
  • Must be registered as a Professional Engineer in the State of Arizona obtained by the end of the probationary period (one year).

Experience with/in: 

  • Supervising a multi-disciplinary team.
  • MUTCD and other industry standard traffic engineering practices.
  • PROWAG and applying those standards to traffic signal design.
  • Streetlighting design.
  • Project management.
