Salary: $111,282.77 - $161,359.99 Annually
The anticipated hiring range for this role is between $111,282.77 to $136,321.39 annually. It's essential to note that the actual salary offered will be determined based on several factors, including skills, qualifications, experience, education, licenses, training, and internal equity considerations.

ESSENTIAL DUTIES:
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
- Supervises staff; directs and evaluates assigned staff; processes employee concerns and problems; directs daily work; counsels, coaches, and disciplines assigned employees; completes employee performance appraisals; conducts interviews and make hiring recommendations.
- Coordinates and oversees traffic engineering work activities; assigns projects; monitors work progress; reviews completed work for accuracy and compliance; and resolves complex or sensitive technical or operational issues.
- Reviews, evaluates, and comments on traffic engineering plans and traffic studies for development projects to ensure compliance with federal, state, and local codes, ordinances, regulations, standards, and specifications.
- Responds to traffic related requests and inquiries from a variety of stakeholders; receives, reviews, and/or investigates requests from citizens for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, or other traffic safety devices.
- Coordinates traffic studies, analyze findings, prepare reports and provides professional recommendations based on findings.
- Manages the design and construction of traffic signal capital improvement projects; develops scopes of work and project schedules, and budgets; assists in preparing contracts with design consultants and contractors and manages project budgets.
- Participates in regional transportation planning, committees, and partnering activities with applicable governmental agencies; may serve as a lead on advisory committees.
- Develops traffic engineering standards, specifications, details, and procedures; develops associated policies or modifies existing policies related to Town’s Transportation Plan.
- Develops and assists with the preparation and management of the traffic engineering capital improvement budget; participates in the development and management of the division operating budget; develops funding requests and grant applications; develops intergovernmental agreements for multi-jurisdictional transportation projects.
- Conducts field reviews and inspections of traffic signal systems and equipment; monitors, analyzes, and recommends solutions to resolve existing traffic issues or conditions; adjusts signal timing to ensure traffic is moving efficiently and safely.
- Oversees and manages the review and approval of traffic-related plans.
- Performs field reviews to ensure the contractors are adhering to approved plans.
- Participates in the development and implementation of division goals, objectives, policies, and priorities.
- Makes presentations to Town Council and other public and private groups.
- Applies engineering principles to roadway design and traffic control matters; prepares administrative, technical, and statistical reports on traffic operational matters such as crashes, pedestrian activities, safety measures, and related traffic and transportation issues or concerns.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS (at job entry)
· Bachelor’s Degree from an accredited college or university in Traffic Engineering, Civil Engineering, Transportation, or a related field and 8 years of professional experience in the planning, design and/or construction of transportation projects, including at least two (2) years in a lead or supervisory capacity, or an equivalent combination of directly related education and experience. Municipal experience highly desirable.
· Professional Engineer (PE) registration.
· Professional Traffic Operations Engineer Certificate (PTOE) preferred.
JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing, leading and supervising professional, paraprofessional and technical staff engaged in providing development engineering support to Town staff, developers, engineers, architects and contractors. The position oversees traffic engineering activities by analyzing, interpreting and performing engineering plan design, review, and field inspections, and by designing and coordinating construction projects and contracts.

This is a senior level professional classification in the engineering job family. Incumbent(s) perform the full range of advanced engineering duties that demonstrates broad practical knowledge in a variety of processes, methods, techniques and best practices. Work involves planning, directing and coordinating complex assignments, modifying established guidelines, and initiating new approaches. As a first-level supervisor, this position may assign and review work, train staff in work procedures, provide technical guidance, evaluate performance, address employee concerns, and make recommendations related to hiring, discipline, and other personnel actions.
