Join Dr. Wu from the Center for Applied Transportation Services for a talk on yellow interval changes and a real-life study conducted in the City of Phoenix.

Red-light running (RLR) is one of the riskiest behaviors at signalized intersections and is becoming a prominent cause of intersection-related crashes. In the Phoenix metropolitan area, there were 113 RLR-related fatalities and 9,320 injuries from 2014 to 2020. To address this issue and ensure the safety of all road users, it is crucial to investigate RLR behavior at local intersections, evaluate the impact of different signal timing parameters such as yellow change and red clearance intervals on the frequency of RLR violations, and develop effective countermeasures. Therefore, a study was conducted in the City of Phoenix to evaluate the impact of updating yellow change intervals based on the ITE 2020 guidelines released in March 2020. Initially, twelve intersections were selected, and smart sensors were installed to collect various types of data, such as vehicle count, and RLR violation data. Subsequently, a before-and-after analysis was conducted through a rigorous study design to investigate the impact of implementing ITE 2020 guidelines on drivers’ compliance behavior. The study results provide the city with a clear guideline for designing their signal timing.

Bio:

Dr. Yao-Jan Wu is an associate professor of transportation engineering in the Civil and Architectural Engineering and Mechanics Department and the Executive (Founding) Director of the Center for Applied Transportation Sciences (CATS) at the University of Arizona (UA). Currently, Dr. Wu is the faculty advisor of the UA Institute of Transportation Engineers (ITE) student chapter. He has served as the Principal Investigator (PI) or Co-PI of over 40 national/international research projects. Dr. Wu has more than 100 refereed publications, including more than 60 journal publications. He has presented his research findings more than 100 times at national and international conferences, and invited speaker events. Dr. Wu’s research interests highlight a strong connection between information technology (IT) and traditional transportation research. Dr. Wu currently serves as an Associate Editor of Transportation Research Record (TRR), and editorial board members of both Transportation Research Part C, and the Journal of Intelligent Transportation Systems.
