As the Arterial Operations Program Manager, you will manage the operations and supervise related staff within the MCDOT Traffic Management Center (TMC). This includes the management of Intelligent Transportation Systems (ITS) technology deployments, traffic signal operations, and traveler information to improve traffic flows and safety on MCDOT and regional roadways. Position Qualifications

Education
- Bachelor's degree in Civil Engineering or a related field
Experience
- Five years of related experience in Traffic or Transportation Engineering
- One year of supervisory experience
- One year of project management experience
Other Requirements
- Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment
- Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
Our Preferred Candidate has
- Certification as a Professional Traffic Operations Engineer
- Experience in developing traffic signal timing plans
- Experience in reviewing traffic signal and ITS design plans
- Knowledge of Traffic Engineering practices and procedures
- Experience in interpreting and analyzing data and writing technical reports
- Familiar with the lasted version of the Manual on Uniform Traffic Control Devices
- Experience in working with the latest version of the Signal Timing Manual
- Ability to use traffic engineering computer software packages such as HCS, Passer, and Synchro
Essential Job Tasks
The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.
- Manages the Traffic Management Center (TMC) and oversees Arterial Operations Program
- Provides leadership and oversees the AZTech Operations Committee and TMC Operators Working Group
- Manages ITS projects federally and locally funded
- Develops and implements traffic signal timing for progress, special events, construction, and incidents
- Serves as an operational lead for emerging technologies, including Integrated Corridor Management (ICM) Decision Support Systems (DSS), Connected Vehicle (CV) technologies, and Automated Traffic Signal Performance Metrics (ATSPM)
- Operates advanced technologies – as new ITS technologies are implemented and operational
- Serves as a technical expert for ITS planning, design, implementation, and operations
- Facilitates collaboration with the MCDOT TMC and regional Integrated Corridor Management team
- Represents, shares lessons learned, and gives presentations regularly in public forums, before high-level public officials, technical groups, and committees
Working Conditions
Must be able to work in a normal, indoor office environment. Some work duties will involve long periods of sitting, standing, walking, driving a vehicle, bending/kneeling, reaching, and wearing protective gear indoors and outdoors. The weight required to lift, push, pull, or carry is 50 pounds. Dexterity of hands for computer work, desk work, and driving motor vehicles. Must be able to work outdoors on occasion in extreme heat, cold, wind, or rain on roadway projects. Must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making, and interaction with government officials and the public. Must constantly maintain concentration, accuracy, ethical behavior, and a professional demeanor.
