JOB SUMMARY:
The Traffic Division Manager acting as the Town’s Traffic Engineer is a technical engineering position within the Department of Engineering/Public Works. Under general supervision, the individual in this position is responsible for all functions of the Town’s Traffic Division by managing and supervising the traffic engineering and operations staff. The work involves coordinating and managing the design and construction of traffic improvements projects, maintenance and operation of Town Traffic infrastructure, including traffic signals and the associated equipment, signs, pavement markings, luminaires and utility locate program and managing the associated budgets. An employee in this position must demonstrate specialized technical knowledge in specific areas and exercise judgment within established organizational values, policies and procedures.

ESSENTIAL QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
A Bachelor’s Degree from an accredited four-year college or university in Civil Engineering (or related field), and five (5) to ten (10) years of progressively responsible work experience in civil engineering and construction with an emphasis in traffic and transportation engineering or related experience.
Two (2) years or more of supervisory/management experience in local government, with a proven record managing staff of varying levels of skills and education.
Registration as a Professional Engineer with the Colorado State Board of Registration for Professional Engineers and Professional Land Surveyors, or ability to obtain within six (6) months of employment.
Current NIMS/ICS training through IS-100, IS-200, IS-552, IS-554, IS-556, IS-558, IS-700 and IS-800 or the ability to obtain upon hire.
Five (5) to ten (10) years of experience in municipal traffic or transportation study, design or management or an equivalent combination of education and experience to provide for the following knowledge, skills and abilities.
Ability to possess and maintain a Colorado Driver’s License with a satisfactory driving record.
International Municipal Signal Association (IMSA) certification at Traffic Signal Level II or higher is desirable.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of traffic engineering principles and practices.
Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Highway Capacity Manual, and Colorado Model Traffic Code.
Working knowledge of traffic analysis and simulation software packages such as Synchro/SimTraffic, or Vissim.
An understanding of how technical decisions affect the public and the business community.
Ability to effectively utilize technical and conceptual knowledge and skills to plan for the short and long-range goals of the Town and implement techniques that will achieve those goals.
Ability to ensure compliance with Town and Departmental policies, procedures, standards, rules and regulations through effective management of programs.
Ability to effectively manage and prioritize situations and goals to maximize available resources and problem solving skills in order to analyze complex problems and implement appropriate corrective actions.
Knowledge and skill to effectively manage the resources of the department to respond successfully to crisis and critical incidents.
Ability to implement Town and Departmental policies and procedures and the ability to develop new policies to meet the changing needs of the town and provide a high level of service delivery.
Communication skills, both verbally and written, in order to effectively communicate with and establish good working relationships with subordinates, coworkers, public officials, citizens and other governmental or quasi-public entities.
Ability to explain the rationale of policies, rules and procedures to subordinates to ensure compliance heighten an awareness of potential problems that exist in the absence of compliance.
Ability to successfully complete a pre-employment background including but not limited to: criminal history search, degree and certification verification, employment verification and professional reference checks.

ADDITIONAL INFORMATION:
Work hours are typically Monday - Friday 8am-5pm. On-call, nights, weekends and holidays may be required.
