CANDIDATE FOR PRESIDENT Arizona ITE Section Board
Felipe Ladrón de Guevara, PhD, PE, PTOE Kittelson & Associates, Inc.
I am honored to be a candidate for the office of President and serve another year in the Arizona ITE Section Board. I have been an active member of ITE for 17 years. My involvement with ITE started when I was a graduate student at the University of Arizona, where under the leadership of Dr. Mark Hickman, I was cofounder/officer of the UA-ITE student chapter. In my professional career; I have been actively involved with the Southern Arizona chapter of ITE (SAITE), where I served as officer for 4 years and board member for 8 years. Serving at AZITE has provided me with great experience in engaging ITE members from the public and private sectors in luncheons and other ITE activities.
My professional career have given me the opportunities to work on innovative projects in traffic operations and transportation safety, which keens my awareness of the importance in the work that we do in the transportation industry. As Associate Engineer with Kittelson & Associates, I conduct projects throughout Arizona. Also, I serve as industry advisor for UAITE, and assist CE students to complement their class instruction with presentations that enhance their knowledge and interaction with professionals.
I am excited for the opportunity to serve as AZITE President. I plan to support the section by enhancing the current programs and bringing innovative ideas to maintain a vibrant AZITE.

CANDIDATE FOR VICE PRESIDENT Arizona ITE Section Board Chris Lemka, PE
City of Peoria, Arizona
Thank you for electing me as this year’s Secretary. It was an honor to serve and give back to our transportation community. If elected as AZITE’s Vice President, I will work with the other Arizona board members and the Mountain District to provide resources to our members.
Another focus I believe is important for the transportation community is outreach with high schools to introduce the traffic engineering/ITS field with students deciding post-secondary educational options. I also promote and encourage EITs and new PEs to actively participate in City projects. I feel that as transportation professionals, it is important to recruit and train the next generation of talent.
Thank you for your support and trust to serve as ITE’s Vice President next year.

CANDIDATE FOR SECRETARY ITE Arizona Section Board Shane Gutknecht, P.E. Southwest Traffic Engineering, LLC
It is my pleasure to be considered for the position of ITE Arizona Section Secretary. My career has been spent working exclusively on traffic engineering projects and I often find myself considering the roles of our industry. Luckily, the firm I work with strongly supports and encourages engineers to be involved with not only our own clients, projects, and community, but with valuable groups like ITE Arizona. Through my participation with ITE Arizona, I have met many remarkable traffic engineering professionals. Many of the engineers that I respect and admire demonstrate the importance of serving and giving back to the communities that are important to me. Through the example of these mentors, I truly believe in the significance of the volunteers who fight in
the interest of our profession, continually educate the public, and provide information and value to their peers. The traffic engineering community, particularly ITE Arizona, is important to me and I would be honored and excited to join the ranks of committed ITE leaders that serve our professional community.

CANDIDATE FOR TREASURER ITE Arizona Section Board Ellie Volosin, PhD, P.E. AECOM
As an active member of ITE for the last 12 years, I am so excited for the opportunity to serve as the Treasurer for the Arizona Section. I began my involvement in ITE as a student chapter leader at ASU, where I received my PhD in civil engineering with a transportation systems emphasis in 2014. I began my career as a traffic engineer at AECOM in the Phoenix office in 2013 and have enjoyed the firm’s support of my ITE involvement ever since. From 2014 to 2020 I served the section as the student liaison, which gave me the opportunity to meet some of the most generous, passionate, and innovative students and professionals in our state. At the formation of the new ITE Mountain District, I had to the opportunity to join the district’s Student and Young Member Committee as a representative from our section. I have since formed strong relationships with active industry members outside our state borders and look forward to continuing my role in that committee as the leader of Student Endowment Fund fundraising activities.
I am passionate about the mission of ITE, and about helping students and young people find their place in our industry. With the current state of our society, it is important that we work as an industry to maintain the quality of our transportation systems, which is the greatest asset we have in connecting people to social, professional, and well-being opportunities. Bringing young people into our industry is a key element of that maintenance. Additionally important is ensuring our connection across state borders and strengthening our relationships with the wider district and international ITE community.
As the Arizona Section Treasurer, I plan on keeping well-organized records, advocating for spending where it is beneficial, and learning from the experience of the existing board members. It will be my focus to maintain our section’s financial health while still prioritizing connections between our members, our young professionals and students, and our wider ITE community.

CANDIDATE FOR SECTION REPRESENTATIVE ITE Arizona Section Board Deanna Haase, P.E. Kimley-Horn
I have worked as an ITS and transportation professional in all of the Mountain District states and have been fortunate to proudly serve ITE in a variety of ways. Initially, early in my career, it was as the ITE-IMSA Spring Conference Technical Committee Co-Chair. That quickly gave me the insight and experience to become the Technical Committee Chair for one of the most successful state conferences in all of ITE for many years. Continuing onto the Arizona ITE Board, I was able to oversee some major initiatives put in place and set new standards for how we transition Board duties and manage our volunteer opportunities to serve in ITE. This experience throughout my beloved local state section allowed me to become immediately effective as an Arizona representative to the new Mountain District and participate in its formation and initial successes. I currently serve as the Mountain District Communications Committee Chair and have a very active and productive committee to lean on as I have been nominated to serve in 2022 as the Arizona Section Representative to the Mountain District. My partners in ITE can attest to my ability to manage multiple duties as I transition the Communications Chair position to another during 2022. I appreciate the nomination for the Arizona Section Representative to the Mountain District that is recognition of my passion for ITE and commitment to serve my state section.
