Develop, review, inspect signing & striping plans, specifically including multimodal considerations. Perform duties as the PM for projects & programs. Review, approve & inspect traffic control plans associated with right-of-way and special event permits. Coordinate scheduled & unscheduled road closures. Review, approve & coordinate Oversize/Overweight permits. Assist PW Managers & staff in the analysis & planning for traffic engineering needs for the City. Employ PM skills to gain informed consent from affected parties on assigned projects while working to expedite project design & construction in a logical, safe & responsible manner. The salary range is $66,000 - $102,400 per year, hiring range of $66,000 - $84,200, DOQ Position will close at 12:00 PM M.S.T. on July 26, 2021.

ESSENTIAL JOB FUNCTIONS: Provide professional and technical expertise to:

  • Maintain an understanding of the procedures/requirements to administer the use of State and Federal funds for highway, road, and other traffic engineering related projects.
  • Direct and coordinate the following Traffic Operations Division Programs: Neighborhood Traffic Calming Program; Traffic Studies Program.
  • Maintain a detailed knowledge of City of Loveland, CDOT, MUTCD and AASHTO standards, specifications, design and construction criteria for use in the execution of upgrades to the City’s signing and striping, including proactive implementation of the City’s multimodal plans. Implement professional judgment in the best interest of the City in the assessment of contradictory requirements, goals or standards.
  • Review and approve traffic control plans associated with right-of-way and special event closures. Coordinate scheduled and unscheduled road closures with other City departments and outside agencies. Review, approve and coordinate Oversize/Overweight permits.
  • Field inspection of construction traffic control within public rights-of-way. Coordinate with traffic control contractors to ensure MUTCD/CDOT/City compliant work zones.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Make formal presentations or explain assigned projects at meetings with affected citizens, service clubs, City Council, Planning Commission, and other Boards, Commissions, and other agencies as necessary.
  • Review and provide input on development proposals including traffic impact studies, and other traffic engineering and road design reports. Coordinates plan review comments from the Traffic Operations Division with the Public Works Transportation Development Division.
  • Provide traffic engineering designs using a working knowledge of traffic and transportation engineering principles, industry, federal, state (CDOT)/local standards, and analytical methods.
  • Attend neighborhood and other public meetings in order to represent the Traffic Operations Division and the Department of Public Works.
  • Use professional written and verbal communication skills to disseminate information to large groups and the media.
  • Compose a wide range of written communications ranging from memos and letters to detailed reports.
  • Provide feedback and direction to assigned inspection and technical staff, helping them understand assignments, analyze situations, and make decisions. Make field design decisions to correct plan deficiencies as needed.
  • Perform other duties as assigned.
